Paul B. Hiskey saved Stephen M. Leber from drowning, Washington, D.C., March 19, 1997. Leber, 45, was the driver of an automobile that, in darkness, left a parkway and entered the Potomac River. He climbed through the driver’s window as the car began to submerge at a point about 50 feet from the bank. Another motorist, Hiskey, 32, golf equipment representative, saw the accident, then parked and went to the river bank. Seeing Leber emerge from the sinking car, Hiskey entered the water, which was very cold, and swam to him. He grasped Leber, who was struggling, and, holding to his jacket collar, returned him to the bank. Leber required hospital treatment, and Hiskey sustained muscle strain, from which he recovered.
